I would suggest a look at 19A.
I hunted it last year rifle and there are a bunch of elk.
I saw a few videos of them screaming during the rut.
Pony creek has a big ol'e boy that you'll need a set of horses and a ghille suit to get close to, because he is smart.
There is a lot of country and the roads won't be shut down, so you can take your four-wheeler up to some of the ridges.
It can be steep country, but that keeps the road hunters away from the elk.
Also, I wouldn't bother with a deer tag in this unit with a bow unless you plan on sticking a bruin with it. The deer live in the chukar infested river gorge area and it is open and steep.
I don't think you can really go wrong with an Idaho OTC Elk Rut tag.
The Panhandle would be another great choice of archery, but once again it is steep country.
